I would say Octillery due to the pool of moves it can learn. I love teaching it Ice beam, Flamethrower, Octazooka (and yes I know Hydro pump is better), and zap cannon.

Tentacruel, sort of has its niche as a Rapid Spinner, although not always the first choice.
Octillery cannot stand out too well until you get to lower tiers.
